MTHNAME C Implementation

Note:

This sample is stored in hlq.HOME.ETC(MTHNAMC) for PDS deployment and as home/etc/src3gl/mthname.c on all other platforms.
On PDS deployment use "-o mthname" to build using alternate source name of MTHNAMC.
