IBM i and z/OS: Server Does Not Start if the CCSID in admin.cfg Does Not Match the Server Code Page

On EBCDIC platforms (IBM i and z/OS), the server does not start if the admin.cfg file contains characters in a Coded Character Set Identifier (CCSID) that does not match the code page for which the server is configured.

This can happen if you modify admin.cfg and subsequently change the code page of the server.
